综合养老社区规划设计研究

摘 要：由于现阶段我国人口老龄化加速，配套设施跟不上，人力、物力、财力、人们的认识和制度等准备不足，加上养老保障制度严重缺失，因此养老服务体系发展滞后，养老服务市场供给缺口巨大。庞大的老年群体的养老居住、医疗和社会服务等需求压力将越来越大，我们亟需寻求应对之策，而综合式养老社区的建设正是缓解养老压力、实现居家养老和社区养老的重要环节。

中图分类号：TU984.12 文献标识码：A DOI：10.15913/j.cnki.kjycx.2015.09.027 联合国最新人口数据显示，在2011年以后的30年里，中国人口老龄化将呈现加速发展态势，60岁及以上人口比例将年均增长161.55%，2040年，60岁及以上人口比例将达28%左右。我国的人口快速老龄化还有未富先老、未备先老、孤独终老三大显著特征。发达国家进入老龄化社会时，人均国内生产总值一般都在5 000～10 000美元以上，而我国开始人口老龄化时，人均国内生产总值刚超过1 000美元，应对人口老龄化的经济实力还比较薄弱。 1 目前综合式养老社区发展中的问题

综合式养老社区旨在给老年群体带来综合式的服务，是集养老、休闲娱乐、学习、保健、医疗为一体的养老社区。其通常建设于大城市的市郊地区，占地面积大。其中，设置有居住区、医疗区和综合服务区。居住区可为不同身体状况的老人提供不同程度的护理照顾，综合服务区可以为老人提供丰富多彩的休闲生活。以北京市为例，“太阳城国际老年公寓”是我国养老社区的最早实践者，“泰康人寿养老社区”是与保险产品相结合的新型养老方式，“京曜阳国际老年公寓”是由北京城建集团联合中国红十字基金会实施的一项惠顾民生的养老事业……越来越多的开发商介入老年社区的开发，养老社区呈现了遍地开花的趋势，但也凸显出了其中的问题。 1.1 盲目抄袭发达国家养老模式

目前，我国对于疗养、养老方面做的还远远不够，在面临人口老龄化提前到来的情况，我国相应的国策和福利制度还未完善，对于综合性养老社区的建设更是处于探索之中。随着养老产业热潮的到来，很多开发商、相关人员都向某些发达国家借鉴养老社区的建设经验，并希望可以将其在国内进行推广和实现。然而，这种借鉴在很大程度上只是流于形式，并没有内在深入研究和实际理论的支撑。

发达国家步入老龄化社会已有百年时间，综合性养老社区已有较成熟的体系，并且有了自己独特的时代和地域特征。例如美国的休闲生活型养老社区，主要服务于55岁以上年纪较轻的老年人，此类养老社区一般都建有各种体育、娱乐场所；日本现行的养老制度则高度细分和功能化，不单单将老人区分为健康自理和需要护理两类，而是把这一过程当做一个逐渐变化的过程，旨在让所有的老人在不知不觉中完成转变，安心在养老社区中养老。

现阶段我国综合式养老社区没有找准自己的时代与地域定位，盲目借鉴发达国家现经济发展水平下的养老产业，一味追求豪华的视觉效果、高端的设施配备，导致现在养老社区的消费较高，大多数老人想住而住不起，忽略了我国地域人文特色。 1.2 刻意注重商业效果，忽略功能细节

国内的综合性养老社区动辄上百公顷，开发商总想以大规

模、高档次来吸引老年群体，可实际上这种类似养老城的社区模式并没有真正做到从老人的角度出发。事实证明，单纯为老年人设计的大面积交往空间使用频率并不高，而有各年龄层次的人都能参加的活动场所才深受老年人喜爱。加之老年群体记忆力减退，超大型的养老社区很难使老年人熟悉周围环境。很多养老社区缺乏养老专业化服务机构，导致养老社区服务功能不全，服务水平低下。

1.3 缺乏后期运营规划，养老社区定位偏差

作为养老机构，其提供的商品是服务，是以后期的运营规划为主，而现在很多综合式养老社区却无形中把自己定位为地产商，以地产开发、房屋等商品类产品销售为主。地产开发商主要是采用产权销售的营销方式。这种模式决定了先期入住的老人基本都是自理老人，他们短时间内不需要很多的老年专业服务，加之没有清晰的后期服务运营规划和模式，使所谓的养老院运营商就变成了物业公司，脱离了养老本质。 2 综合式养老社区规划设计趋势探究 2.1 分区域建设

综合性养老社区不宜建设得过大，但我国老年人口总数大，对养老社区需求大。此时，我们可以通过分区规划，将大型的综合式社区分为若干个小社区进行服务和管理。同时，老人的居住规模也要控制在一定范围内，控制在500～1 000人。各个小社区可设置自己独特的视觉标志，来帮助老年群体识别，社区之间可设有集成活动中心，由班车接送。 2.2 整合型建设

综合性老年社区除了为老年人提供衣食住行和医疗服务外，还需要考虑老年人的精神需求。由于老年群体退出了社会主流，因此在感情上更需要亲情的慰藉，老年人住宅的亲情需求的解决会导致一系列与小区规划及住宅设计相关的整合性改革。我们可以将居家式养老和综合式社区养老相结合，不提倡超大规模的养老城。笔者认为比较适合的规划运营模式应为：综合式养老社区产权销售→前期自理老人（上门护理服务）→后期半自理老人（日间托老所）→不能自理老人（进驻护理区域）的模式。这种模式是成熟的综合性养老服务机构嵌入以养老为主题的社区，比较利于老人与外界的交流。 2.3 功能细化与管理制度细分

在面对老年群体时，养老社区不能单纯区分为自理或需要护理，养老是一个变化的过程，老人从健康自理到需要护理是一个逐渐变化、甚至会反复的漫长过程。自理和护理不是非白即黑的两个阶段，在自理和护理中间，还会有很大一个灰色区域，应该让自理老人和各个要护理等级的老人在养老社区中获

得相应的服务。我们需要尽快细化养老社区的服务规范和技术标准。同时要提高护理人员的专业水准，建立高水平的监管体系，逐步完善养老社区的管理体系。 3 结束语

中国综合养老社区规划设计仍存在着很多问题和弊端，需

2015年 第９期 要设计师站在老年人的角度细致地规划各个方面的养老问题。同时，我们不能简单地复制发达国家的养老模式，而应该立足于国内的实际情况，在充分把握中国养老国情的情况下，作出真正适合中国老年人养老的规划设计。
