【摘 要】Measurement management is an important work of highway construction management. This paper introduced the back ground and process of the ＂norm＂ compilation, summed up the characteristics of the ＂norm＂, and made a detailed interpretation of the content. Extension and application of this norm is another important measure to carry out the reform of project cost management with local standard for the first time in Jiangsu province, which will inevitably play an important role in forming highway market con- struction cost mechanism, standardizing behavior of engineering cost estimation and safeguarding the construction market order in Jian- gsu province.%计量管理是高速公路建设管理的一项重要工作。介绍《规范》的编写背景和《规范》的编制过程，总结《规范》的特点，对《规范》的内容进行详细解读。推广和应用本《规范》,是江苏省首次以地方标准的形式推行高速公路工程造价管理改革的一项重大举措，必然会对江苏省高速公路建设市场工程造价机制的形成、规范工程造价计价行为和维护建设市场秩序发挥重大作用。 【总页数】5页(P48-51,55) 【作 者】王大明;李希胜;张军
